Was upgrading to Mint 22.1 today, this happens. According to people who experienced same "issue", it turns out that what's going is that this thing tries to give out a "reboot the system" signal to you, but it somehow gets stuck in an infinite loop (bug?). Closing the Terminal and rebooting WORKS.
