Dual booting, but windows always autoboots first. I want that to change

Basically the title. but here is more info:

I have a laptop with windows and after that partition with Fedora. And I want to boot always without pressing F12 to Fedora.

I was troubleshooting through live iso and messing with efibootmgr and reordering the order of OS. It did not work. So in Windows I set the Timeout in BCDEDIT to 0. reordered the boot on iso ones again. went to bios, where you can prioritise the booting. First went SSD and then Windows booting manager.

Rebooted my PC and nothin. Windows still finds a way and always starts first.

What should I do?
