Mobile network is not disconnecting on Wi-Fi

So I have been having issues with data usage since I got my v40. My girlfriend got the exact same phone and isn't having this problem. We are both on Wi-Fi pretty much all the time and have most of the same apps. We were comparing apps and settings and noticed under settings/system/about phone/network and the option mobile network state is set as connected when on Wi-Fi on mine but disconnected on hers. Avoid bad Wi-Fi connections is turned off. I have talked to a Verizon store and they didn't have a solution. I am confident that there is just an issue with the phone as there are other things that are not always right too. I recently did a factory reset and it seems to still be using mobile data when on Wi-Fi.
