Need Advice “ Buying Plot in Meerut Society”

I’m planning to buy a plot in Meerut (budget: 20 million PKR) but I’m unsure about the legality and future value of the society.

Are there any reliable societies or better areas to invest in around Meerut or other areas of karachi ? I’m looking to build a house for my family in near future over there, Would appreciate any advice.
