JSQ Construction Boom : Why Only Rentals and No Condos ?

I am very happy to see the transformation that the Journal Sqaure area is undergoing. I myself live in one of newer high-rise rentals.

However, I wonder why is that all the latest/upcoming construction, per my knowledge, is rentals only. why aren't new high rise condos coming up where one could buy an apartment?

IMO rentals benefit those who aren't sure of their long term plans. However, I think the locals would've preferred condos more, as that gives them the opportunity to become homeowners.
