Help me with Screen Time controls for child's contacts!

Child is in my Family Group. Child and I both have SE 2022 on latest iOS 17. Child has about 40 contacts on phone, and iCloud is enabled for Contacts.

On my phone, I have enabled "Manage Child's Contacts" Parental control request has been accepted on Child's phone, and iCloud is syncing successfully.

On my phone I go into Screen Time > Child > Communication Limits > During Downtime ("Limit who Child can communicate with during downtime").

After entering my password, I select "add contacts" and then get the choice to either "Choose from my contacts" or "Choose from Child's contacts." I select "Choose from Child's contacts" and there are no contacts shown. None.

On my phone, on the same screen, "Manage Child's Contacts" is enabled. When I tap below that to "Manage Child's Contacts," I see zero contacts.

As a fallback I've been using the option to "Choose from my contacts" but that has created duplicate contacts on Child's phone that causes problems with permissions and iMessage groups. So I really want to figure out how to select from contacts that already exist on Child's phone. Help please, /r/iphonehelp!
