Passport Not Received after US visa interview (Toronto)

Hi. My friend appeared for US VISA interview a month ago in Toronto office. The visa was approved but he has not received any response ever since. They said it will take ten days but it has been a month. Anyone in the same boat? How can we find out what the delay is. Visa is appearing as approved. We need his passport to travel in the next couple of weeks. Thanks
