Need help getting 62y/o back to India.

Hello, I am looking for help and trying to send back my 62-year-old grandfather who came to US in black around 21 years ago. I am having trouble with figuring it out. I’ve asked lawyers, but have gotten nowhere. Please help me if you know of anything or have the knowledge.
