Frozen condenser/ line: follow up question to a previous one

I actually replaced the Capcitor and it has not helped my cause. While I was at the unit to replace the capacitor, I noticed that the unit was freezing up(see pic). I read up a little on what causes lines to freeze up and one of the reasons that was suggested that the blower motor is not spinning. So I went up to my super hot 100+ attic to check on the AC unit inside to find that there is no usual Dan sound when the unit turns on. I’ve an upstairs unit that is running fine and I can hear a fan like sound coming from inside that unit. On the downstairs unit, when I turn it on, it sounds like it’s trying to startup, but there is no fan sound. Also, I noticed that even when it’s own, there is no air flowing from the duct vents in the rooms.

Could this be an expensive repair? I’m thinking of doing it myself, but I’m unsure of where to get these parts (the unit is really old Lennox 80MGF series).

Are there ways to check if the blower motor is actually busted or if it’s the run capacitor on the unit side that gone, or if the PCB is not transmitting the right signal for the fan to startup? I don’t wanna buy a new fan and then learn that the PCB is the culprit or something else which I don’t even know about.
