Shisha Tobacco in EU

Hey!

Is there any country inside the EU which has Shops that ship tobacco inside their country and where you still get 200g/1kg? I don't need a shop that ships abroad, since i know how to still get it shipped to my country. The problem here is that in most other countries you either only have 25/50g tobacco sizes, or the country does not allow shipping (only local pickup). Maybe I missed a country while doing research. I can't believe that in the whole EU there is not even 1 shop that sells al fakher 1kg under 100€ lol. Unfortunately buying from US would not be suitable since customs would just ruin my life.
