What’s the general opinion on dogs peeing in other’s front lawn?

Neighbour deliberately lets his dog pee on my front yard (park is just down the street), and now other dogs are doing it too. I’ve tried talking to them, but they walk away and seems to be very rude towards me and my family(maybe racist, since we are only family of that race in the street). I have video evidence, but city bylaw won’t help. It’s been going on for years. Do other dog owners do this when they can easily walk on the other side of the road. It’s not a congested street where I live. I get it if the owner had no options but they clearly do.
