Are the Italian Black Shirts useful in any way?

I've read once that the Camicie Nere are only useful as port guards. However I also read that they are basically light infantry, so they are cheap to produce and don't use much supply. Would it be doable to use them for example together with mountaineers or in low-infrastructure regions like the USSR or China?
