From what I understand the scene depicts the auspicious marriage between Bhagwan Shree Vishnu ji and Maa Lakshmi ji, and the man rising between them seems to be Shree Agni Dev ji according to my guess, since he is rising from the fire. However I am unsure of what He is pouring onto Their hands and why He is doing so, as well as Who the Parrot headed figure is who is standing in the audience.
