No child seat?

This is purely anecdotal, based on my own observations, but I am noticing a worrying trend where newcomers to NS aren't strapping in their kids into child seats at all. I get that standards are different elsewhere, but the way folks have been driving lately, it only makes sense to secure your most valuable possessions.

So question for newcomers: are my observations unfounded? Do people simply not know about the laws here?

I had to stop a man in the parking lot after I watched him plop a toddler in the back seat and take off. This is ridiculous.
