Excessive Noise from Neighbors

I’ve lived at my place on the west side for a few years now and my neighbors listen to excessively loud music outside almost every weekend in the spring and summer and starts during the day and can go well into the night. It’s loud enough that I can hear it everywhere in my apartment, I can hear it over TV and music, I can hear it over my AC, and I can hear it with noise cancelling headphones on. I’m just really sick of not being able to hear myself think in my own home.

I’ve made several noise complaints over the years and have asked them to turn it down multiple times (which they ignore) and nothing changes. Does anyone have any suggestions? Lately I’ve been calling and making a complaint every time it happens regardless of the time of day.

ETA: I live in a duplex and my neighbors live in the house next door. It’s not an apartment building and there are no shared walls.
