Windows 11 Wizard restarts on the first restart when it begins to install

Every time i try and download windows 11 on a my new computer it always restarts at 10% and then it completely restarts back from the beginning of the installation. This is a new build with an old gpu but i don’t believe the gpu is the problem here. CSM is enabled on legacy and secure boot is on.
