Why Target the IRS So Specifically?

I’m a fed but do not work for the IRS. Am I just being suspicious about the reason? Or does anyone have any insight to the “why”? I can’t help but wonder if it is because of the large amount of people of color and women who work there. Saw some stats on the news about employees and it seems to fit the narrative!
