Leave balance transfer between agencies

I transferred between agencies with no break in service from an Air Traffic Controller (FAA) to a Firefighter (DoD).

96 hrs of annual leave was transferred over. This would have been 16 pay periods of accrual.

As ATC, I accrued 6 hrs/pp of annual.

As a FF however, due to our 72hr week schedule, I accrue 11 hrs/pp of annual.

Therefore, the leave I accrued over 16 pay periods of government service has now become much less valuable— only about 9 pay periods worth of leave at current position.

I’m curious if the federal gov’t looks at leave as strictly a number, or as a means of value to taking equivalent time off between agencies?

Do you think my leave should be adjusted to my current position? I’d be asking for 96 hours to be adjusted to 176 so it’s fair in terms of equivalent value.

We work 48 hour shifts 3 times a pay period. We accrue leave much faster because in order to take 1 day off we need 24 hours of leave. So it’s not like I’m asking for those 96 hours I earned to be inflated. It would just be nice if they became equivalent in value.
