Question about M&IE and Receipts

Hi everyone,

I've gathered from GSA's website and other comments on the subreddit that purchases under $75 don't need receipts. What I'm wondering is: if I want to take out my M&IE per diem from an ATM in an amount greater than that $75, does that count as a transaction that I'd need to keep receipts for, or no as it's not really a purchase?
