struggling to get over 60 fps.

Hi, im playing on Riverbend Springs, and dont own much yet, however. Despite having a 4080 and a ryzen 9. My pc struggles to maintain 60 fps, if it can even get it at all. I know in my current session. Im going down to 49... Does anyone know why its doing this as its extremely infuriating despite having a really good pc. Also, ive brought up a processor graph and its on average only using about 34% of my gpus and cpus potential
