What does this mean?

Long story short I'm looking for a rent to own home (I don't need advice about whether that's a good or bad decision, I promise) and I've come across this one. It says it was rewired without a permit so it "needs to have a permit" and also inspected to city standards. What does that mean? Does it need an electrician with a permit to come look at it and approve it? Or does it absolutely require it to be rewired with a permit no matter if it's done correctly already or not?

The house is in St Louis, MO if that matters at all. Thanks y'all!
