Can I appeal this?

My partner was driving on the M6 and was doing 48mph in a 50mph zone. He saw the 60 speed limit and started speeding up and when he passed the sign he was doing 57mph and the camera flashed. Anything he can do? And why did it flash if he passed the sign at 57mph when it said 60? Thanks
