Why can Cathay flights originating from the US fly over Russia?

Cathay flies 3x/day NEW York - Hong Kong, and they all fly over Russian airspace. I thought the U.S. prohibited unfair competition by banning airlines from flying over Russian airspace from and to the U.S.? Or does this rule only apply to Chinese airlines but not to this Hong Kong airline?
