Did I Get Scammed???

I recently shifted to Delhi from my hometown last month and I rented a place in South West Delhi and the building I rented was newly constructed. A few days back, two dudes in a police uniform knocked on my door and when I opened, one of my told me that they are here for registration into the society I'm living in since I'm a new tenant (that's all I could make out since I speak very little Hindi). They made me fill just my name, my signature and an amount which I'm supposed to pay them. It seemed that everyone else in our building did the same, I could see the other police officer taking registration to the tenant opposite to me. But then, the guy insisted I pay 2,000 for the registration even when I asked for 1,500. My issue was that they did not ask for any verification from my part not did they give me any acknowledgement slip from their part. Even the account which I paid 2k to seemed a little sketchy, since it was an account of neither the two officers that came. So, now I can't keep thinking whether I got scammed or not
