How to get ultimate finish on pq 53

I keep reading online that I need to kill all the saibamen and then majin buu but buu won’t spawn and I always kill all four saibamen, the two that spawn at the beginning of the mission at capsule corp and the two that spawn in west city after you defeat tien, yamcha, and krillin what am I missing?
