Unsure what "stacking towers" is

I'm new to DayZ and thought I would try a Community server today. An admin had removed me from the server and said I wasn't allowed to stack towers. I was scoping out the area to find a hospital in a tower..... What is stacking?

Edit: Does anyone recommend a good server for PS5 PVE? Thank you (:
