Difference between Livonia and other maps

Either I’ve had unbelievable bad luck or the players on Livonia servers have more issues on reading and understanding than other players. I’ve now in a process of learning Livonia map after first played enough time on Chernarus. Basicly at first I play some community PVE servers along the official ones for quicker exploration and roaming through the map. Not any really modded ones but just without the PVP element. At the same time I also do runs on official ones to get touch on PVP side too. But now on those Livonia PVE servers I run into these idiots who just attack and shoot?! Not once, not twice but many times. So it is basicly same as playing the official ones. What is wrong with this people? Can’t they read it is PVE or what. Haven’t had a single time on Chernarus PVE servers that this had happened. Does others have same experiences or is this just bad luck?
