Who are these droid NPC's?

I've only started noticing them recently, but now I keep seeing these NPC's with smooth, featureless robot-like faces. In fact, I can't see any flesh on them at all. They all wear purple-ish suits and have Chinese sounding names like Mu Deming or Liu Xiang. When I scan them they aren't listed as civilians, but it also says "no affiliation." Is there any lore for these guys? Are they Kang Tao operatives?
