Free Caliburn not spawning?

I've done everything relating to Panam, i'm at the required levels, and the container itself does spawn in the cave, however the Caliburn does not. I'm on PS5, i got it before on xbox one but i could've sworn it only spawned in after doing something specific. When i head to the spot it doesn't have a unique icon on the map like quests usually do. Did i mess something up on this play through and i just oof'd myself out of the car, or is there some kind of bug going on? I ask about the glitch part because for most people who seem to have the issue, the container itself and its contents don't spawn in the cave, making me thing i may have done something different.
