In the past we had leaders like Staline or Mao, however we will probably never see them again. Because you know, the deads But which controversial leader could be realistically added ? I think it's Fidel Castro. Yes he did establish an authoritarian regime in Cuba but he also managed to give better acces to education and healthcare to his people. And he didn't wage war on other country or genocide people. Plus is one of the most well know and emblematic leader of the XXth century. Who other than Castro, and somehow controversial (not necessarily for political reasons), could you see in the game ?
