Mysterious rug stain

Hello - we had this rug delivered from rug USA. They gave us our money back because of the stains that came. We had someone come steam clean the rug and it is still there. It's 100% hand tuffed wool. The guy told us the stains are permanent (we know this is likely the case.....) but just wanted to see if anyone had any tips that we might try ?
