Umm... Is there something wrong with my lens

I recently bought a Canon RF 100-400mm of Facebook marketplace. But... I just noticed that when I tilt it from side to side, the glass inside the lens MOVES. That's not normal with this lens is it...? I've noticed that occasionally it does have trubble focusing on small branches and birds that I feel like it could easily focus on...
