Why avoid learning French?

Just a genuine question. I know learning a new language isn’t easy, especially if you are already learning English but if you have enough time, why are people avoiding learning French?

My workplace will pay for the TEF test if you submit the request before you take the test. I have been telling coworkers to learn French for 1.5yrs. Most of them have over 12 months on their work permit left, some expire 2027/2028. They rather try to get a trade certification or convince their manager to push for another program or wait and see for the next draw.

Not only does it provide points but it would lead to higher positions at my company. I am just seeking to understand.
