First boot won’t post

Hello all, Just finished my build and it won’t post. I had a D7 code, plugged in a mouse and keyboard and now it’s code 99 green light. X870E hero, 9800X3D cpu, 6000mhz flare X CL30, I’ve tried a different mouse/keyboard as well. Cleared CMOS and nothing is working so far, any suggestions?
