NVIDIA 4000 series or Dual GPU?

So I have recently looked into streaming in AV1 on YouTube and use it also to encode video for my Plex server.

However the only things at the moment that support such are the new series cards from NVIDIA, And and Intel. So I am looking at a non urgent upgrade from my GTX970. The big problem I have is that the cheapest NVIDIA GPU is the 4070 (as I use the card for video and photo editing and want the cuda cores) which seems overpriced.

My question is do you think it's a viable option to use a dual GPU setup with a cheaper Intel arc card with a upgraded RTX 3060 or should I just only be considering the 4070 as the only option?

I know arc had some teething problems at first, but seeing as I'd be using it mainly for AV1 and not specifically for games, I don't think this would be a bad idea. I also use a Ryzen 5 5600 and not sure if that counts out resizable bar and makes this point worthless.

Would love to hear opinions and viewpoints on this.
