Rogue legends steam and android sharing

If I buy the dlc on steam, can I use it on my android phone? I already own the game on both, and would prefer not to buy the dlc twice.

Monkey money and knowledge transfer across devices, but the game itself doesn't, so it seems like this could go either way.
