Mullholland Drive Winky's scene-scary?

So I have heard people forever saying this scene is scary-or even the scariest-and I just don't get it. Now Griffin is saying in the episode that it would be weird to not feel that way. Can anyone explain what is scary about this? Is it just the wobbly camera? The old couple laughing in the car at the beginning is way scarier than this scene, IMO
