Cyclist hit by car you judge

Cyclist writing his bike going west on a two lane Street. in the right lane going forward, when a Jeep Cherokee in the left lane going the same direction. hit the bicycle. As the car was making a direct 110 degree turn towards right lane. Towards cyclist.i believe causing a dent less than inch past the rear right door. causing a deep dent. breaking the bike left brake handle. with a long streak of rubber strip. apparently caused by the rubber on the handlebarbeing pressed and. Draged. from the Quarter inch deep dent. aprox An inch or and half wide. the dent all the way past the tail light. the cyclist landed in far end with top of head at an angle with feet 3 inches from dividing lane of the right laneout bewas rendered unconscious and did not know what happened immediately after so the driver of the vehicle told the police cyclist he was going the other direction and his bike fell on the car from the side walk he hit the car from the sidewalk the police the police did not look at the bicycle to see that the left handlebar break Handle was was broken the dent was significant can someone explain if a dent would be less deep if a bike simply fell on a moving car verse a car hitting the bike with Force to cause a dent is it more than likely the bike and car were traveling in the same direction that resulted in the right side of the car being dented and the left side of the brake handle being broken cyclist got ticket for being on side walk going other direction unable to dispute having no memory there was the rubber seal from the back door hanging loose any ideas of the chain sprocket pinned underneath back door hugging the bike before the bike and cyclist went flying
