Looking for a good location/rental company for a 3-4 bike tour in Europe (starting late July).

I've been living in Turkey (Ankara) since September, and one thing I have greatly missed is bicycle touring. Unfortunately, I'm not currently living in a place that is great for cycling - quite the opposite - and I do not currently own a bicycle. I will have some time off this summer, and I would like to take advantage of my proximity to Europe.

Just wondering if anyone would recommend a good starting point (which would also be a potential place to rent a touring bicycle, or some kind of appropriate bicycle), ideally one that is at least somewhat comfortable temperature-wise? I haven't really thought about the accommodation part, and would perhaps like to do a mix of paid accommodation and camping (whether paid or wild). Should there be potential for reasonably priced accommodation though, then the credit card touring route would also be fine.
