pH and total water hardness both too high

Just got a fish tank, has a low power filter so as to not disturb my Betta, however, when i test using test strips, my pH is at about 8.4, and my total water hardness is at 150ppm. The rest of the tests on the test sheets all read safe so i am not sure what to do. Any help is appreciated! I just want a good home for my Betta. Also, he is currently in the tank, all seems good but he just wont eat.
