Do people ACTUALLY talk to strangers in cafes?

It seems like the ideal place to meet people, right? A chill and positive atmosphere where people of all walks of life come to relax. Sounds like the perfect setting to strike up a convo and make a new friend, or date. Do people actually do that though??? I haven't spent enough time in one to know. I wanna get out there more, socially, so I want to know if this is actually socially acceptable. I mean obvs I wouldn't bother someone who is reading or typing on their laptop, but if they're just hanging out I'm assuming it's alright to ask if I can sit, and then chat? Or is chatting in coffee shops not actually a thing outside of TV shows?
