Wow this skills interface is bonkers crap on PC

OK, so I'm now leveling up in skills but they are NOT visible on the ability wheel to assign to a hotbar slot. I seemingly have no ability to add skills to the ability wheel. They maybe just appear there, but I definitely have both Armored Essence and Arcane Veil and only one shows up on the wheel so only one is usable (the Arcane Veil skill).

Am I limited to only 1 skill of a type, so have wasted my points already (only on like level 7). The interface is so incredibly bad at messaging just how to assign or manage your skills. Tutorials are zero help as they only talk about non-interface things for game mechanics. Tutorial insists that ALL your skills are on the ability radial, but that most definitely is not happening. I have some random slots empty and no ability to assign anything to the ability wheel slot. And of course no ability to move a skill on the radial so its more manageable.

Rest of the game is fine. Not many bugs. But wow this spell casting management interface is beyond bad.
