Fines not being delivered by post?

So, I've had a few issues with fines (Police) not being delivered to my address (not just me but people in my household as well). I only become aware of the fine when I get a text from MoJ. I'm curious if anyone else is having these issues where you receive a fine of which you are completely unaware, only to then get a MoJ fine (with $50 added on top)?

I had a similar issue with Auckland Council and thereafter set up regular emails to check that I hadn't incurred any more fines (which I hope annoys them) after they said they could only do post and not email correspondence.

It just seems weird you can use text once it's gone to MoJ but not when it's with the police? Just seems a bit weird and a convenient way to get more $$, not sure if it's a privacy thing or government systems are still quite old. Anyone else had similar issues?
