What did AC Valhalla leave out parts of England (and Scotland entirely)?

AC Valhalla's precursor, AC Odyssey, gave us almost the entirety of the (proper, that is, colonies excluded) Greek world to play in, but then AC Valhalla left out chunks of England, even though not much is missing, and it left out Scotland entirely, though Scotland would have been very interesting given its strong viking heritage until late in the Middle Ages. Was this decision ever discussed publicly?
