Can I contact a recruiter's superior?

I drove past my local recruitment office yesterday and noticed the office was still flying their flag at full staff. I called to let them know and got a really unprofessional response from the recruiter. Name calling, voice raised, you name it.

I've tried the general US army number and got put in touch with a number for HR but they just told me to "Google usarec" and the numbers I see listed there on that website aren't answering.

Is there a way I can contact this recruiter's boss? I feel something needs to be done about this.
