Aqua man reached out after months of silence

He messaged me after months of nothing, pretty much ghosting. I also didn’t reach out because I didn’t see the point. We dated for 8-9 months, but it always seemed casual and the relationship didn’t progress, despite the connection when we were together was great. He said he missed me and would like to meet me again. Why do you Aqua people do that? Is he just testing if I’m here waiting for him to come back? I’m afraid if I just say yes I’ll be stuck into a ‘situationship’ again How can I let him know I want something more without scaring him away? I’ve tried giving him plenty of space ( I know aquas need it) but doesn’t seem to make him more serious in the past. Help
