Broken weaving quests - Group quests?

Has anyone been able to successfully complete Lesson One weaving quests?

The quest text states "Lesson One: Help party group members with six mainline quests from <world> to <world>". In the case of the third tier of weaving, it's from Mooshu to Avalon.

I tried both the second and third tier. For second, I was helping a group party member with Marleybone mainline quests, and on the third tier attempt, I was helping in Dragonspyre. In both cases, there was only one group party member, so I don't know if it wasn't working because it wasn't a full group?
