Crappy picture it’s a screenshot from a video but anyone know what this is called or used for?

I clear out mobile homes and get them ready to sell when the company I work for needs to sell them. I found this pulley/ gear system in a cabinet and I just can not for the life of me figure out what it does. The long part sticking twords the camera has a handle you attach to it and then turn it. It’s a single story mobile home, no chimney. Thanks
