Bar item? Napkin/straw holder?

Just got this from a bar owner that was cancelling a "stock your bar" event. Not enough attendance so they cancelled and gave me a box of items I could've won. This was inside. My first thought was napkin holder but now I'm curious if I'm mistaken? I can't seem to find a similar one online to confirm...anyone have an idea? Also came with two strips of Velcro about the size of the side of the plastic insert, so I think it goes into the center there. Maybe napkins on both sides? Straws maybe in the middle?
