Trying again to find info on artist NOAH

Hello Received this painting as a gift in late 80's early 90's Was hanging on the office walls of the Longhorn Ballroom in Dallas. Is textured Southwest style landscape. Have tried to track online but can not find anything on who/where NOAH is?
